2015 Defence White Paper – October 2014

In April 2014 the Prime Minister and the Minister for Defence announced that the Government would produce a new White Paper to be released in 2015. As part of that process, they invited submissions based on the Defence Issues Paper, which can be found here.

Senate Inquiry into Australia’s Innovation System – July 2014

On 18 March 2014 the Senate referred an inquiry to Australia’s innovation system to the Senate Economics Reference Committee. The committee’s terms of reference can be found here.

Senate Inquiry into the Higher Education and Research Reform Amendment Bill 2014 - September 2014

In the May 2014 Federal Budget the Australian Government announced a significant package of reforms to higher education funding to take effect in 2016.

The announcement represented the Government’s response to the recommendations of the National Commission of Audit (March 2014) and the Review of the ‘Demand Driven’ system (April 2014). It followed two other significant reviews (Bradley 2008 and Lomax-Smith 2011), and a range of policy and funding reforms introduced by the former Government.

On 28 August 2014 the Minister for Education, the Hon Christopher Pyne, introduced the Higher Education Research and Reform Amendment Bill 2014 to the House of Representatives to give effect to the reform plans. The Bill was passed by the House on 4 September and immediately referred by the Senate for review by its Education and Employment Committee. The Committee is required to report back to the Senate by 28 October and the Senate is expected to debate the legislation before the end of 2014.

The Australian Renewable Energy Agency (ARENA) (Repeal) Bill 2014 – July 2014

The Australian Renewable Energy Agency (ARENA) (Repeal) Bill 2014 was introduced to Parliament on 19 June 2014. The Bill repeals the Australian Renewable Energy Agency Act 2011 to abolish the Australian Renewable Energy Agency (ARENA) and provides for transitional arrangements, including the transfer of certain matters to the Department of Industry.

The Bill was referred to the Senate Economics Legislation Committee for inquiry and report.

The University’s submission to the inquiry argues that abolition of ARENA will have a serious impact on Australia’s international standing as a provider of renewable energy manufacturing, R&D and education.

Higher Education Standards Framework – Comments on proposed revisions – June 2014

In April 2014 the Australian Government’s Higher Education Standards Panel invited comment on proposed revisions to the Higher Education Standards Framework.

The call for comments can be found here and the consultation draft of the Framework here. In June, the University provided these comments to the Panel.

Teacher Education Ministerial Advisory Group Issues Paper – June 2014

In February 2014 Federal Education Minister Christopher Pyne announced the formation of the Teacher Education Ministerial Advisory Group (TEMAG), chaired by Professor Greg Craven, Vice-Chancellor of the Australian Catholic University.

In April 2014, TEMAG released an Issues Paper on teacher education and invited comments in response to this paper.

In June 2014 The University of Sydney provided a full submission by email in response to the Issues Paper and an abbreviated version by web form.

Health Workforce Australia (Abolition) Bill 2014 – June 2014

On 15 May 2014, the Senate referred the Health Workforce Australia (Abolition) Bill 2014 to the Senate Community Legislation Committee for inquiry and report. Information about the Bill can be found here.

Inquiry into Australia’s trade with Middle Eastern countries – May 2014

In March 2014 the Trade sub-committee of federal parliament’s Joint Standing Committee on Foreign Affairs, Defence and Trade was asked by the Minister for Trade and Investment Andrew Robb to investigate issues surrounding trade with this significant region.

Senate Economics Reference Committee - Inquiry into Affordable Housing - March 2014

Joint Standing Committee on Foreign Affairs, Defence and Trade - scrutiny of the implementation of the Defence Trade Controls Act 2011 - March 2014
