Department of Industry, Innovation and Science Digital Economy Strategy Consultation – November 2017

In September 2017, the Australian Government announced it would develop a national Digital Economy Strategy, released a Digital Economy Consultation Paper and opened consultation for the strategy. The University of Sydney made this submission to the consultation.

Consultation on proposed revisions to the Australian Code for the Responsible Conduct of Research – November 2017

In November 2017 the National Health and Medical Research Council (NHMRC), Australian Research Council (ARC) and Universities Australia (UA) undertook a targeted consultation on proposed revisions to the Australian Code for the Responsible Conduct of Research.

The University of Sydney made this submission in response.

Department of Education and Training consultation paper on sub-bachelor course funding – September 2017

On 22 September the Australian Government Department of Education and Training released a consultation paper on the implementation of proposed changes to sub-bachelor course funding. The University of Sydney received this consultation paper through Universities Australia, and made this submission in response.

Visa Simplification: Transforming Australia’s Visa System – September 2017

In July 2017 the Australian Government’s Department of Immigration and Border Protection released a Policy Consultation Paper on Visa Simplification: Transforming Australia’s Visa System. The University of Sydney made this submission in response to the consultation paper.

Proposed closure of the Education Investment Fund (EIF) – September 2017

The Medicare Levy Amendment (National Disability Insurance Scheme Funding) Bill 2017 (the Bill), if passed by the Senate, will close the Education Investment Fund (EIF) and transfer the $3.76 billion remaining in the fund to support the National Disability Insurance Scheme (NDIS).

In this submission to the Senate Economics Legislation Committee, the University of Sydney outlines its strong support for the NDIS, but also its strong opposition to the passage of the Bill. We believe that abolishing the EIF to help fund the NDIS is short sighted and a false economy.

Review of Australia’s Space Industry Capability – August 2017

In July 2017, the Minister for Industry, Innovation and Science announced a review of Australia’s space industry capability to “enable our nation to capitalise on the increasing opportunities within the global space industry sector.”

In August 2017 the Expert Reference Group for the Review released this Issues Paper. The University of Sydney provided this submission in response to the Issues Paper.

Independent review into regional, rural and remote education – August 2017

In March 2017 Minister for Education and Training, Senator the Hon Simon Birmingham, announced an independent review into regional, rural and remote education to be led by Emeritus Professor John Halsey.

Emeritus Professor Halsey produced a Discussion Paper for the review, to which in August 2017 the University of Sydney made this submission.

Draft Revisions to the English Language Intensive Courses for Overseas Students (ELICOS) National Standards – August 2017

In July 2017 the Australian Government’s Department of Education and Training sought public comment on a revised ELICOS Standards consultation draft.

The University of Sydney provided these comments in response to the consultation draft.

Higher Education Standards Panel Discussion Paper on Improving Completion, Retention and Success in Higher Education – July 2017

In June 2017 the Higher Education Standards Panel (HESP) released a Discussion Paper on Improving Completion, Retention and Success in Higher Education.

In July 2017 the University of Sydney made this submission to the HESP’s consultation process.

Senate Inquiry into the Higher Education Support Legislation Amendment Bill 2017 – June 2017

In June 2017 the University of Sydney made this submission to the Senate Education and Employment Committee’s inquiry into the Higher Education Support Legislation Amendment (A More Sustainable, Responsive and Transparent Higher Education System) Bill 2017

Innovation and Science Australia Strategic Plan 2030 Consultation – May 2017

In March 2017 Innovation and Science Australia (ISA) released for consultation an Issues Paper to assist in the development of their 2030 Strategic Plan.

The University of Sydney made this submission in response to the Issues Paper.

Consultation on NHMRC Open Access Policy – May 2017

In April 2017, the National Health and Medical Research Council (NHMRC) invited feedback from the University of Sydney’s Deputy Vice-Chancellor (Research) on its draft Open Access Policy. This policy aims “to influence data sharing and use in health and medical research, in line with the Australian Government’s commitment to open access, open data and intellectual property management.”

The University provided this submission in response to the consultation.

Admissions Transparency working Group Draft Implementation Plan – May 2017

In 2017 a sector-led Implementation Working Group was established to lead the implementation of the Higher Education Standard Panel’s Australian Government-endorsed recommendations on improving the transparency of Higher Education Admissions.

In May 2017 the Implementation Working Group released a draft Implementation Plan for the reforms, to which the University of Sydney made this submission.

COAG Health Council Independent Review of Accreditation Systems – May 2017

In February 2017 the Australian Health Ministers’ Advisory Council released a Discussion Paper to raise issues for consideration and debate during the Independent Review of Accreditation Systems to be led by Professor Michael Woods.

In May 2017 the University of Sydney provided this submission to the Discussion Paper.

NSW Health Genomics Strategy – April 2017

In April 2017 the NSW Ministry of Health circulated a draft NSW Health Genomics Strategy for consultation.

Space Activities Act 1998 Review – Legislative Proposals Paper – April 2017

Following on from their 2015-2016 Review of the Space Activities Act 1998, the Australian Government’s Department of Industry, Innovation and Science released a legislative proposals paper to which the University of Sydney made this submission.

Through our dealings with the administrative processes required to achieve a recent collaborative launch of a Cubesat from Cape Canveral in Florida (with ANU and UNSW), we have identified various areas where substantial improvement and reform can be made.

Greater Sydney Commission’s Draft District Plans – March 2017

In late 2016 the Greater Sydney Commission exhibited draft 20 year plans for six Districts in Greater Sydney with the goal of integrating planning for land use, transport and infrastructure.

The University of Sydney made submissions to the following five individual draft district plans: Central District Plan, West Central District Plan, West District Plan, South West District Plan and North District Plan.

Australian Taxation Office Review of Advice on the Treatment of Scholarships – March 2017

With a view to clarifying arrangements for the treatment of scholarships under Australian taxation law, the ATO released a Draft Technical Paper for public comment. The University of Sydney, along with Universities Australia and the Group of Eight, has raised concerns with the possible implications of some of the clarifications as they stand in the draft paper. Australian Research Council revision of Open Access Policy – March 2017

In late 2016, the Australian Research Council (ARC) determined to review the currency and relevance of its 2013 Open Access Policy, which is designed to ensure that the findings of ARC funded research are disseminated as widely as possible, in the most effective manner and at the earliest opportunity.

A revised draft policy and Frequently Asked Questions (FAQ) were circulated for comment, and the University of Sydney made this submission in response.

ESOS National Code Consultation – March 2017

In February 2017 The Australian Government invited all international education stakeholders and interested parties to comment on a consultation draft of a revised National Code of Practice for Providers of Education and Training to Overseas Students 2007 (National Code).

The University of Sydney contributed this submission in response to the consultation draft of the National Code.

New Research Block Grant Data Requirements – March 2017

In 2016, the Australian Government’s Department of Education and Training implemented new funding arrangements for research block grants (RBG). The department consulted on future changes to reporting for the RBG and committed to further consultation with the sector on definitions and detailed implementation arrangements.

In January 2017 the department released a consultation paper to inform development of the final reporting requirements for RBGs. The University of Sydney provided a submission by way of web form, as summarised in this document.

In February 2017 the Tertiary Education Quality and Standards Agency (TEQSA) released a consultation paper proposing changes to the publication of regulatory decisions.

Revision of the Australian Code for Responsible Conduct of Research – February 2017

In November 2016 the National Health and Medical Research Council (NHMRC) in conjunction with the Australian Research Council (ARC) and Universities Australia (UA) released a consultation draft of a new Australian Code for the Responsible Conduct of Research. The draft code was based on extensive consultation throughout 2015 and 2016 and is intended to replace the 2007 Code.

The University of Sydney has provided this submission in response to the 2017 consultation draft.

Foreign Policy White Paper Consultation – February 2017

In November 2016 the Australian Government called for public submissions to inform the preparation of a new Foreign Policy White Paper, the first since 2003.

In response to the consultation questions outlined in the Government’s call for submissions, the University of Sydney submitted this response.

Department of Health Assessment of the Distribution of Medical School Places and Training – February 2017

In December 2016, in response to continuing rural health workforce challenges, the Federal Departments of Health and Education and Training initiated a joint assessment of the number and distribution of medical school places and medical schools in Australia.

The University of Sydney has a longstanding commitment to the rural health workforce, and in February 2017 the Vice-Chancellor provided this submission to the assessment.

Australian Government Draft 2016 National Research Infrastructure Roadmap – January 2017

In December 2016 the Australian Government invited comment on its Draft 2016 National Research Infrastructure Roadmap. The University of Sydney considered the draft document and made this submission in response.
