A lot of planning focuses on making bits of the city that are already nice a little bit nicer. My passion is how we can improve the ‘difficult’ areas of the city – public housing estates on the urban fringe, areas with poor public transport, few jobs, or a decaying housing stock.

Lucy is an urban policy academic with expertise in housing policy, strategic planning, urban economics, and policy evaluation. She has qualitative and quantitative skills, and has worked in academia and policy consulting in New South Wales, Victoria and New Zealand. Lucy completed her PhD ‘Evaluating Social Housing Policy: A Wicked Problem?’ at the City Futures Research Centre, University of New South Wales. Prior to joining the University of Sydney, she taught in the Environment and Planning Program at RMIT University, Melbourne. Her key research interests are housing policy, both Australian and International, with a focus on social housing tenure mix policies and estate regeneration; and urban policy evaluation, with a focus on the application of innovative quantitative and mixed methods techniques to evidence based policy.
