Measuring Electoral Integrity

Synopsis:We provide an overview of a new dataset measuring expert perceptions of electoral integrity. We provide a brief outline of our theoretical motivations for examining perceptions of electoral integrity and describe the survey’s research design and focuses on the crucial stages of question inclusion and expert selection. We also outline our initial empirical results as well as tests of the survey instrument’s validity, reliability, and legitimacy. We also shows how the individual responses can be aggregated into an index comparable to existing Freedom House and Polity indices while being much more transparent and robust. The conclusion argues that our PEI index adds to and compliments existing data sources analyzing election quality.
