Evaulating the effectiveness of the Ultra Poor Graduation Program in India

Microfinance or providing small loans to "poor women" is a key strategy for poverty alleviation. However, there are people In India and elsewhere who are so poor that they are considered too risky for micro-finance: the 'Ultra Poor'. We evaluate a the Ultra poor graduation pilots, where the goal is to "graduate" the ultra poor by facilitating their transfer from safety net programs into income generating activities. The graduation criteria in 24 months are food, health, income and nutritional securities. In this collaborative, interdisciplinary research, our aims are as follows: 1) to evaluate the effectiveness of the ultra poor graduation pilots, by undertaking interviews with the various stakeholders including the women recipients; 2) evaluate whether the criteria used for "graduating" is valid and sustainable; and 3) identify factors for the success or failure of the various entrepreneurial activities of the women.
