Weak Links: Connections between qualifications and modern award

Initial findings from some new WRC research shows that the links between qualifications and pay rates in modern awards varies greatly between and within industries, challenging some long-running assumptions in skills and wages policy.
With research assistant Kurt Walpole, Dr Damian Oliver has examined every classification in every modern award for its relationship to AQF qualifications, as well as looking at pay rates and licensing arrangements.
Outside government services,
education, health, community services and some parts of manufacturing,
there are very weak links between qualifications and modern awards,
especially university-level qualifications.
