John Blount graduated from the University of Sydney with an honours degree in 1969 and from the ANU in 1994 with a Graduate Diploma in Foreign Affairs and Trade.

John Blount was active as a student in the 1960s and 1970s, including as President of Sydney University Union (1970-72) and Director of the University Cooperative Bookshop (1968-1973). He joined the Australian diplomatic service in 1972, serving overseas in Jakarta, Port Moresby, Copenhagen and The Hague. From 1993 John was a full-time Member of the Refugee Review Tribunal (Deputy Principal Member from 2003), retiring in 2006. He served on a Professional Conduct Committee of the NSW Bar Association, 1996-2003.

John Blount has retained an active interest in the University of Sydney. He was a member of the Standing Committee of Convocation from 1969-73 and 1994-2005 and has been a member of the Council of the University of Sydney Union Foundation (now the USU Alumni and Friends) since 1997 (Honorary Secretary 1998-2009). John was actively involved in the establishment of the University of Sydney Canberra Alumni Association (USCAA), of which he was elected Deputy President in 2009.
