Examining changing LGBTQ youth social policy since 1990

This presentation, based on a research paper by the presenter and her ANU School of Sociology colleagues Clare Southerton and Geraldine Fela, traces the funding, representation and visibility of LGBTQ youth-support services in federal government policy over the past two decades in Australia. Drawing on archival research, the team argued that the lack of federal funding to LGBTQ-focused services in the 1990s arising from homophobic attitudes, created the conditions in which community organisations seeking funding either could not pursue federal funding, or did not disclose that their work supported LGBTQ young people to secure this funding. Specifically, their paper focused on two case studies of community organisations that provided support to LGBTQ youth in the 1990s: the Come in Youth Resource Centre in Sydney, and the Gay and Lesbian Counselling Service of Western Australia (GLCS). These case studies offer insight into how federal policymaking regarding the funding of support services during the 1990s rendered many forms of support for LGBTQ youth invisible (in the case of the Come in Youth Resource Centre), or precarious and under-resourced (in the case of the GLCS). This historical analysis, presented by principal author Professor Mary Lou Rasmussen,  demonstrates the importance of federal funding for LGBTQ-targeted services for young people and the impact of federal policymakers’ reluctance to contribute to organisations openly supporting LGBTQ young people, which she and her co-authors argue, substantially undermined their capacity to address prevalent social issues impacting the community.

  • Speaker: Mary Lou Rasmussen is Professor of Sociology in the School of Sociology at the Australian National University. She has conducted research in the US, Canada, New Zealand and Australia. Her research focuses on building transdisciplinary understanding of sexuality and gender across diverse lifeworlds, taking account of issues related to sexual citizenship, cultural and religious difference and technologies of sexuality, education and health. She is co-editor, with Louisa Allen, of the Handbook of Sexuality Education (Palgrave).
