ABF/Casemix Symposium 1 - Classification Development Toolkit (issues and techniques) - 30 November 2012

The symposium was hosted by the National Centre for Classification in Health, The University of Sydney
Expert panel members presented and discussed key technical issues and practical exercises in the use of classification tools.

Background
Health financing reform in Australia is essential to improving the efficiency and effectiveness of the Australian health system. The decision to introduce the concept of ‘efficient price’ presents challenges in regard to the criteria used for efficiency, the definition of ‘products’ to be costed and costing methods. The stated aim is to provide incentives for improved health care. However, the possibility of inadvertently introducing disincentives through inadequate health service provision or unnecessary treatment needs to be recognised.
This Symposium Series aims to present a comprehensive view of the changes from a health system perspective as the details are developed and debate builds up among stakeholders and the community.
