Biographical details

John Skinner graduated with a Bachelor of Arts and Diploma in Education in 1989 and a Bachelor of Arts Honours in Medical Geography from Macquarie University in 1990. He initially pursued a career in public health research and completed a Master in Public Health at The University of Sydney in 1995. For almost 20 years he worked in various roles related to public oral health policy and planning in the NSW Ministry of Health. He was Director of the Centre for Oral Health Strategy NSW from 2012 to 2018 and while in this role, he completed a PhD at The University of Sydney in the area of Population Oral Health in the School of Dentistry.

John has a national reputation in the field of public health policy, population oral health, and translating research into public policy. He was formerly Chair of the National Oral Health Plan Monitoring Group prior and also a member of the Australian Health Policy Collaboration’s (AHPC) working group on oral health. He is currently the Chair of the Australian Institute of Health and Welfare Dental Information Advisory Committee.

Research interests

Development of service delivery models, prevention initiatives and workforce programs co-designed with Aboriginal communities to improve oral and general health status.

Improving the oral health of children and adolescents (particularly Aboriginal and Torres Strait Islanders) via the use of population health approaches to prevention and early intervention. This includes the increased use of fluoride and related policy implications of bringing these projects to scale. It also includes improving child and maternal oral health via a Midwife-Initiated Oral Health program and the scaling up of this program.

The links between cardiovascular disease and periodontal disease and the policy and practice implications of our improving knowledge in this area. This includes behavioural prevention strategies in combination with drug therapy, along with models of care that include oral health professionals within the cardiologist led in-patient and out-patient services.

Public dental service funding and service delivery models, including fee for service schemes, capitation models, and bespoke programs co-designed with local rural and regional communities.

Teaching and supervision

John was a supervisor in the NSW Ministry of Health Public Health Officer Training Program for approximately 15 years. For a while this program included a professional Doctorate from the University of NSW and for these placements and John took on the role of an Associate Doctorate Supervisor.

He is currently the supervisor of a PhD student at The University of Sydney and a co-supervisor of a PhD student with the University of Western Australia.

Current projects

Implementing and evaluating a School-based Fluoride Varnish Program for Aboriginal Children that utilises trained Aboriginal Dental Assistants. Planning is under way to scale this project state-wide in NSW and for a National Fluoride Varnish Workshop.

Undertaking a systematic review of strategies to improve the oral health of Aboriginal adolescents and co-designing an innovative new program with key stakeholders in NSW. This will include examining the use of social media and SMS reminders.

The evaluation of two innovative oral health workforce initiatives in NSW: the Aboriginal Dental Assistant Scholarship Program and the Dalang Program for newly graduated Oral Health Therapists.

Establishing a reference genome for Aboriginal Australians in New South Wales.Personalised medicine is not available to Aboriginal and/or Torres Strait Islanders in the same way as other Australians as there is no reference data about genome variation. Closing the gap in life expectancy of Aboriginal peopleswill require enabling access to medical break throughs including personalised medicine. Improvements have been made in recent years to better represent the diversity of human genetic variation. This project is a critical next step towards making personalised medicine a reality for Aboriginal people in NSW.

Working with the Chair of Life Span Oral Health on A research program for connecting oral health and traditional risk factors to health burdens: A new paradigm for understanding and preventing common chronic disease. His role includes ensuring greater consideration of the needs of Aboriginal people in this work and developing relevant collaborative links within and outside the University.

Examining the role of sponsorship of sports such as the the Big Bash League (cricket) and the National Rugby League (NRL) by manufacturers of sugar sweetened beverages and links with the oral health of Aboriginal teenagers, including the implications for health promotion programs run by clubs within these codes.

John is a member of the Agency for Clinical Innovation (ACI) Clinical Genetics Network and the ACI Aboriginal Chronic Conditions Network.

John is an affiliated researcher with the Sydney Policy Lab at The University of Sydney.

2015 Honorary Membership of the Australian Dental; Association NSW Branch, 2015-2016. In recognition of outstanding service to the Association.
