Who can reform China

The Global Journal has published an opinion piece "Who can reform China?" by Professor Kerry Brown, the Executive Director of the China Studies Centre, on 26 September 2012.

He argues that in the period of leadership transition, the topic of reform is tricky. "The problem is that saying reform is necessary is a position almost everyone would sign up to in China. The question is: what kinds of reforms, where, and in what timescale? Once one moves from aspiration to implementation, then issues grow very tricky. There is no consensus on which areas are best to look at first, how quickly, and in what way"
