What happens when neither Labor or the Coalition holds a majority of seats in the House or Representatives? In an opinion piece that appears in The Australian today, Associate Professor Anne Twomey comments on what a hung parliament means for Australia.
'It doesn't matter what percentage of the popular vote a party won. What matters is the number of seats and the level of support a government is likely to have on the floor of the house.'
