The only avenue for a Human Rights act for Australia remains constitutional amendment by referendum, either enlarging the jurisdiction of the High Court or entrenching a bill of rights, according to Professor Helen Irving. In an opinion piece for The Australian, Professor Irving writes that "Neither would have much hope of success, to put it mildly." |
