Synopsis

In Australia, as in other countries with an aging population and a high incidence of chronic diseases, the balance of health care is shifting in various ways with profound implications for care delivery and policy :

  • between treatment and prevention;
  • between hospitals and other care settings;
  • in the doctor-patient relationship;
  • between clinical evidence and intuition;
  • between services just meeting demand and actively seeking to meet demand;
  • to better use the potential of information technology; and
  • to better train the workforce to function well in increasingly diverse environments.
One important aspect of any new approach to services delivery and policy is the development of a model for Australia that integrates health and social care for people suffering from chronic disease(s) and that is equitable, effective and efficient. This project would require understanding and evaluation of  models developed or being developed in Europe and North America and their appropriateness for Australia; appreciation of the history of and forces shaping the Australian health and social services systems; and will raise basic issues about the nature and development of health policy.
